# Pune and Nashik Farmland: Two Markets, Two Very Different Theses

Pune and Nashik sit about four hours apart and their land markets rest on almost opposite foundations.

Pune's surrounding farmland is priced largely on what it might become. Nashik's is priced substantially on what it produces. That difference changes which questions matter, and buyers who apply Pune logic to Nashik land -- or the reverse -- misprice both.

As with any market commentary, treat this as a framework for your own research. Prices vary sharply by taluka and village and move constantly; verify locally.

## Both markets share Maharashtra's rules

Before the local analysis, three state-level constraints apply everywhere in Maharashtra and catch buyers from other states.

**The agriculturist requirement.** Maharashtra restricts agricultural land purchase to agriculturists, with limited routes for others -- generally Collector permission, or buying land already converted. This is quite different from [Karnataka, which removed its income bar in 2020](/blog/karnataka-section-79a-79b-explained). Establish your status before you negotiate.

**Tukda bandi.** The fragmentation law sets a standard area below which agricultural land may not be sub-divided, varying by district and irrigation status. A seller carving a small plot out of a larger gat number may not lawfully be able to. Ask whether the sub-division is sanctioned and recorded, with its own 7/12 extract.

**The 7/12 extract and tenure class.** Occupancy Class II land is restricted and needs Collector permission to transfer. This is the most common Maharashtra-specific defect. Read the "other rights" column carefully too.

## Pune: the conversion option market

Pune's growth has been driven by technology and manufacturing employment, and the land market around the city behaves like most peri-urban markets: value tracks the realistic prospect of a change of use.

**What to analyse.** The land use zone in the applicable regional or development plan, first and above everything. A parcel in a zone where conversion is realistic is a fundamentally different asset from one in a green zone, however similar they look. Development plans are revised periodically, and understanding which zones are under revision is the highest-value free research available.

Then travel time to employment centres, which is what actually moves demand, and proximity to highway interchanges rather than to highways.

**What to watch.** Announced alignments that have not reached land acquisition. Prices move on announcement, and projects get deferred or realigned. Look for acquisition notifications.

Also watch for parcels sold as house sites without [conversion](/blog/na-conversion-process-explained) or layout approval. The economics of buying agricultural land and converting it yourself depend entirely on the zone permitting it, and on the conversion and approval timeline -- which is where most development pro formas overrun.

## Nashik: the horticulture market

Nashik is a genuine agricultural production centre, most visibly for grapes and onions, with established horticulture, processing and export activity.

That changes the analysis. Here, land can be valued meaningfully on what it produces, which means the agricultural fundamentals are not a secondary consideration.

**What to analyse.** Water reliability first -- whether the parcel is in a canal command area and where on the command it sits, or what the borewell actually yields in the dry season. Then soil suitability for the crop the land is being sold for, then distance and road quality to the market or processing facility, because perishables lose value in transit.

An established vineyard or orchard is a real asset with real establishment cost behind it. Value it by walking it: age of the planting, condition, trellis and drip infrastructure, and yield history. Cross-check claimed cropping against the Form XII crop record on the 7/12 extract -- that is independent, government-recorded evidence.

**What to watch.** Horticultural income is volatile. Grape and onion prices swing hard, and a projection built on a good year is not a projection. Nashik also carries peri-urban dynamics of its own closer to the city, so the two theses overlap at the edges.

- Pull a fresh **7/12 extract** yourself; read tenure class, other rights, and the crop history
